Surface Mid-Valley vs a Lake Mountain tunnel

Cities, MAG, and UDOT are already talking about a surface Lake Mountain Corridor— sometimes called Mid-Valley—to ease west Utah County traffic. That arterial work is the live planning baseline. Charlie Kirk Memorial Crossing proposes something taller: a highway tunnel under the ridge, then stilts across Utah Lake toward Provo.

Mid-Valley / Lake Mountain Corridor

Eagle Mountain, neighboring cities, MAG, and UDOT have been working through surface Mid-Valley road options meant to move traffic around or over the mountain. Eagle Mountain has published plain-language updates on why those Mid-Valley projects matter for congestion.

Published surface cost band

Public session materials for one surface grade option have used a band of about $120–140 million (2028 dollars). That figure is for the live arterial-scale conversation. It is not a capital cost for a highway tunnel, and it is not a Kirk Crossing bid.

Why that baseline matters

A surface corridor can help local access and west-side growth without claiming a direct Eagle Mountain center → Provo downtown path. It is real planning. Anyone comparing options should start there, then decide whether a tunnel-and-lake pair is worth pushing as a longer-horizon vision.

What this site proposes instead

A paired concept: tunnel under Lake Mountain, then stilts across Utah Lake. Both halves required.

Lake Mountain highway tunnel

  • Cars and trucks in their own vehicles—not a Loop shuttle
  • West portal concept off Eagle Mountain Boulevard near city center
  • S-curve under the ridge
  • East near Pelican Point / south Saratoga, by the lake

Utah Lake stilts bridge

  • About 6 to 10 miles of open water (concept length)
  • Elevated stilts preferred over a fill causeway
  • Aim toward Provo Airport, then downtown and I-15
  • Tunnel alone or lake alone fails the city-to-city trip

There is no official Kirk Crossing capital cost. Analog projects put a paired tunnel and lake crossing in multi-billion-dollar territory, with the lake span as the larger share. That is scale talk, not a bid.

We are not asking anyone to cancel surface Mid-Valley work. We are asking Utah to see a taller option on the table: a memorial highway that opens a path through the mountain and across the lake.
